The 2012 International Conference on Brain Inspired Cognitive Systems (BICS 2012) will be held in Shenyang, China, as a sequel of BICS 2004 - 2010. Shenyang is the capital city of Liaoning Province with a long history and rich heritages. Shenyang was first used by the Manchu people as their capital in the 17th century and is today the biggest city in Northeastern China. Shenyang is now an important political, industrial, and cultural center, and serves as the transportation and commercial hub of Northeastern China. The city is well-known for its modern infrastructure, convenient land and air transport network, and abundant natural resources. BICS 2012 aims to provide a high-level international forum for scientists, engineers, and educators to present the state of the art of brain inspired cognitive systems research and applications in diverse fields. The symposium will feature plenary lectures given by world renowned scholars, regular sessions with broad coverage, and some special sessions focusing on popular and timely topics.

Prospective authors are invited to submit full-length papers (6-8 pages normally and 10 pages maximum) by the submission deadline through the online submission
system (http://bics2012.mae.cuhk.edu.hk). The submission of a paper implies that the paper is original and has not been submitted under review or copyright protected
elsewhere and will be presented by an author if accepted. All submitted papers will be refereed by experts in the field based on the criteria of originality,
significance, quality, and clarity. The authors of accepted papers will have an opportunity to revise their papers and take consideration of the referees' comments
and suggestions. All papers accepted by and presented at BICS 2012 will be published by Springer as multiple volumes of Lecture Notes in Artificial Intelligence
which will be indexed by EI and ISTP. Selected papers will be published in special issues of several SCI journals.
Special sessions: Potential organizers are also invited to enlist five or more papers with cohesive topics to form special sessions.

Paper Submission
Papers submitted to BICS 2012 must be single-spaced in one column format within an area of
122 mm x 193 mm with 10-point Times-Roman font. Each paper must not exceed 10 pages including
figures and references (papers beyond 8 pages are subject to page surcharge). All papers must
be written in English using the Springer LNCS (Lecture Notes in Computer Science) style,
including all tables, figures, and references. Download the

It is required that the authors use the style file of Springer Lecture Notes in Computer
Science when preparing the manuscripts to ensure the uniformity of papers. Please use the
typeinst.tex (LaTeX users) or word_template.doc (WORD users).

The BICS 2012 technical program will include special sessions. Their aim is to provide a complementary flavor to the regular sessions and should include topics of interest to the BICS community.
Prospective organizers of special sessions should submit proposals indicating:
(1) title of the session;
(2) rationale of the need for the special session at BICS. The rationale should stress the novelty of the topic and/or its multidisciplinary flavor, and must explain how it is different from the subjects covered by the regular sessions;
(3) short biography of the organizers;
(4) list of 5-6 contributed papers (including titles, authors, contact information of the corresponding author).
Proposals are due on or before 1 January 2012 and should be sent via e-mail (in either pdf or plain ascii text form) to the Special Sessions Chairs, "Sanqing Hu" (sanqinghu@gmail.com), "Stefano Squartini" (s.squartini@univpm.it).
Proposals will be evaluated based on the timeliness of the topic, the qualifications of the organizers and the authors of the papers proposed in the session. Sessions in which three or more papers are
co-authored by the same person, or by authors from the same group will not be accepted. In its decision, the committee will try to realize a balance of the topics across the technical areas
represented in BICS.
Notification of acceptance will be sent to the organizers by 7 January 2012. Authors of papers included in successful proposals should submit a manuscript on or before 15 January 2012.
Manuscripts should conform to the formatting and electronic submission guidelines of regular BICS papers. When they submit papers, there is a choice to indicate that
their papers are special session papers. All papers will undergo peer review process. It is the responsibility of the organizers to ensure that their special session meets the BICS quality standards.
If, at the end of the review process, less than four (4) papers are accepted, the session will be cancelled and the accepted papers will be moved to regular sessions.

Shenyang contains a true mixture of past and present, with magnificent temples, grand palaces, historic tombs and landscaped botanical gardens, all contrasting with glitz new shopping centers and contemporary high-rise buildings, which tower over the city center.
1. Imperial Palace 沈阳故宫
The Shenyang Imperial Palace is a particularly famous attraction and generally based upon its much larger predecessor in Beijing, the Forbidden Palace. One difference however is in the intricate Tibetan and Mongolian architectural features, which were favored by the Qing Dynasty. Although many of the palace's exhibitions are poorly maintained, the complex itself is quite impressive.
2. Zhongshan Square 中山广场
One of the main attractions in Shenyang's downtown district is this lively, bustling plaza, named after Sun Yat Sen. The most impressive site within Zhongshan Square is the towering statue of Chairman Mao, which is surrounded by a legion of soldiers, peasants and workers, each carrying a tool of the revolution. Even more interesting is the entertaining prospect of people-watching, as this is the main hangout for locals.
3. Hunhe Amusement Park 浑河乐园
A great place for all the family, the Hunhe Amusement Park is full of fast rides and themed areas. Highlights include the rather unexpected Ice and Snow World, where it is possible to ice skate throughout the year, while for the grown-ups, a rifle range, golfing area and eateries complete the main attractions here.
4. Guai Po (Strange Slope) 沈阳怪坡
Amongst the world's strangest phenomena and Shenyang's most unusual attractions is this bizarre sloping stretch of road, where objects move up rather than down the hill, with their own momentum. Riding a bike offers the best sensation, as you will quickly coast to the top, but then you will strain hard to ride down the hill. Can you believe it?
5. Meteorite Mountain Park 沈阳陨石山森林公园
If you have an interest in astronomical things, you may want to visit this Mecca of meteorites in southern Shenyang. Amongst the dozens of fallen heavenly bodies on display is the world's oldest known meteorite, weighing in at around two million tons and dating back over four billion years.
6. Mount Qipanshan Scenic Spot 沈阳棋盘山风景区
Just 20 minutes drive northeast of central Shenyang is this tranquil paradise, surrounded by mountains and dotted with lakes. The natural attractions at the Mount Qipanshan Scenic Spot include three main hills, which are criss-crossed by dozens of well-marked hiking trails, leading to view points and many scenic sites. Highlights include Xiuhu Lake, where visitors are able to swim, fish and sail on boats during the summer, and even ice skate in the winter months.
7. Benxi Water Cave National Park 辽宁本溪水洞
Liaoning Shenyang's Benxi Water Cave National Park is often called a wonder of the world. This unique flooded cave allows visitors to simultaneously indulge in both boating and caving. Bizarre rock formations, like something out of a Dr. Seuss story, fill the enormous cavern, which is so large that its entrance contains an underground wharf capable of holding up to 40 boats. A guide accompanies each boat into the underground attractions of this incredible world.
